This is a very appealing opportunity to support Federal Highway Administration (FHWA).

The U.S. Department of Transportation is establishing a department-wide, multiple-award Blanket Purchase Agreement to modernize its IT infrastructure under the "1DOT" initiative, shifting from siloed legacy systems toward shared, enterprise-level digital platforms. This flexible acquisition vehicle provides specialized software engineering, agile development, cloud-native architecture, and AI/ML solutions to support both mission-specific and department-wide applications. To meet socioeconomic goals while maintaining high-level technical capacity, the requirement utilizes a dual-pool structure that defaults to small business set-asides for most tasks while reserving complex, cross-modal projects for an unrestricted competition pool. Ultimately, this vehicle enables the DOT to rapidly deploy multidisciplinary agile teams to deliver secure, scalable, and human-centered digital services across all its operating administrations. This opportunity supersedes SWES 2.0.

This requirement is to provide software engineering support services to the Department of Transportation (DOT), exclusive of FAA. Contractors will support all DOT and OA software development and maintenance needs. The award will be multiple Blanket Purchase Agreements (BPAs). Vendors will develop applications on a variety of platforms. The specific requirements of each application will be developed before or on an on-going basis when a project is initiated. Funds will be provided/obligated at the order level.

The Federal Highway Administration (FHWA) is an agency within the U.S. Department of Transportation that supports State and local governments in the design, construction, and maintenance of the Nation’s highway system (Federal Aid Highway Program) and various federally and tribal owned lands (Federal Lands Highway Program). Through financial and technical assistance to State and local governments, the Federal Highway Administration is responsible for ensuring that America’s roads and highways continue to be among the safest and most technologically sound in the world.
