The DHS Science and Technology (S&T) Directorate seeks program management, science, engineering, and technical services to support the Office of National Laboratories (ONL). The Contractor will be responsible for : program and technical management support for project planning, including program operation planning and development support; providing technical and project management support; drafting requirements and guidance for use on the program, development and maintenance of project plans, and providing recommendations for requisite alternatives, adjustments, or deviations from approved plans; administrative management in the areas of financial planning and budgeting, assets and records management, and organizational planning. Support services also include Information technology (IT) project management and support, IT engineering support, IT security management and support, internal controls and audit support, task and activity tracking and oversight, and performance management that enhance the organizational strengths of ONL and S&T owned laboratories. These services provide administrative, technical, and management support in the areas of policy and procedure development, strategic planning, budget formulation, acquisition and procurement management planning, and coordination for facilities, infrastructure, operations, and personnel management and administration of laboratory construction and upgrade projects.
