The National Oceanic and Atmospheric Administration’s (NOAA) mission is to understand and predict changes in climate, weather, oceans, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources as the Nation’s authoritative environmental intelligence agency.
The NOAA Mission IT Services (NMITS) Blanket Purchase Agreement (BPA) is a comprehensive information technology services contract vehicle designed to support the National Oceanic and Atmospheric Administration's wide-ranging technological needs. The vehicle provides a flexible acquisition framework for delivering full-scope IT services and capabilities across NOAA's line offices, staff offices, and corporate services offices. Typical services include enterprise services, application administration, enterprise and cloud computing, data and voice network services, cybersecurity, information assurance, and specialized scientific and technical support. With a shared ceiling of $2.1 billion and an ordering period extending to November 19, 2030, the NMITS BPA enables NOAA to rapidly procure mission-critical IT solutions from multiple pre-qualified contractors.
Task orders under the NMITS BPA predominantly focus on specialized IT services with values ranging from approximately $100,000 to over $60 million, typically spanning 1-5 year performance periods. Frequent prime contractors include Gama-1 Technologies, Lynker Corporation, T and T Consulting Services, Reston Consulting Group, and Innovim, with many being small businesses (total small business, 8(a), women-owned, and minority-owned). Common task order scopes include cybersecurity services, network engineering, web application development, cloud computing support, scientific software development, satellite support services, and IT infrastructure operations. Most task orders are awarded with firm fixed-price or time-and-materials pricing structures, and frequently support NOAA's National Environmental Satellite, Data, and Information Services (NESDIS), National Marine Fisheries Service (NMFS), and National Weather Service (NWS) operational requirements.
