The Bureau of Labor Statistics (BLS) IT Application Development Support Services master blanket purchase agreement (BPA) is a multiple-award contract vehicle established by the Department of Labor (DOL) to obtain application development, information engineering, software maintenance, and related IT services across various BLS offices and programs. Task orders awarded under this BPA support the ongoing modernization of critical IT systems and applications for data collection, analysis, and reporting related to economic measurements, employment statistics, compensation surveys, consumer expenditure tracking, and other BLS mission areas. The BPA consolidates requirements previously procured through separate contracts and task orders.
The Federal Procurement Data System shows numerous task orders awarded between 2021 and 2023 under this BPA, with potential values ranging from $2 million to over $27 million across 5-year periods of performance. Key prime contractors include 22nd Century Technologies, Inc. (a minority-owned small business), Advanced Management Technology, Inc. (operating as Tetra TECH AMT), BAE Systems Technology Solutions & Services Inc., and Digital Management LLC. No set-aside designations were specified on most task orders, with the work primarily performed in the Washington, D.C. metro area. BLS and DOL entities like the Office of the Chief Information Officer and the Office of the Assistant Secretary for Administration and Management were the common funding agencies. Labor hour and time and materials pricing structures were typical for these awards.
