The Department of State's IT Management IRM Support Services (IMISS) Blanket Purchase Agreement (BPA) is a $100 million master contract vehicle designed to facilitate comprehensive information technology and management support services across various federal bureaus. The vehicle primarily delivers specialized IT solutions including cybersecurity, artificial intelligence, system engineering, technical guidance, and information resource management support. These services are targeted at supporting critical technological infrastructure and operational needs within the Department of State, with a focus on delivering advanced technical capabilities to different agency components.
The BPA has awarded task orders to multiple small disadvantaged businesses, predominantly utilizing 8(a) certification set-asides. Notable prime contractors include United Solutions, LLC and Xfinion Inc., who have been awarded task orders ranging from $3.9 million to $48.3 million. The task orders exhibit diverse pricing structures, including firm fixed price and labor hour contracts, and typically have performance periods between two to four years. The Bureau of Consular Affairs and the Office of the Inspector General have been prominent funding agencies, with task orders addressing needs such as system engineering, cybersecurity, and technical consulting. These task orders consistently demonstrate a strategic approach to leveraging small business capabilities in delivering complex federal information technology services
