The Comprehensive Oversight Review and Technical Assistance Program (CORTAP) is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle administered by the Federal Transit Administration (FTA) that provides comprehensive oversight, review, and technical assistance services to support the agency's grant management and compliance functions. Under this multiple-award contract, the FTA procures professional consulting services to conduct detailed reviews of transit grant recipients, assess their management practices, and ensure compliance with federal program and administrative requirements. The contract enables the FTA to obtain specialized support across multiple focus areas, including financial management, technical capacity, maintenance, procurement, civil rights, and other critical operational domains.
The CORTAP vehicle has consistently awarded task orders to small businesses, including minority-owned, woman-owned, and disadvantaged business enterprises, with typical contract values ranging from approximately $100,000 to $2,500,000 and performance periods typically spanning 12-24 months. Frequent prime contractors include The DMP Group, Milligan & Company, TFC Consulting, RLS & Associates, Interactive Elements, Calyptus Consulting Group, and Qi TECH LLC. Task orders commonly involve comprehensive regional reviews, tribal transit assessments, quality assurance services, special assignments, and technical assistance programs. Most task orders are not set aside, though some have been designated for total small business participation. The work is predominantly performed in Washington, D.C., with reviews and technical assistance targeting various FTA regions across the United States, supporting the agency's mission of overseeing and improving transit grant recipient performance.
