The Cybersecurity Information and Program Services (CSIPS) Master Blanket Purchase Agreement (BPA) is a multiple-award contract vehicle awarded by the U.S. Department of Transportation to provide comprehensive cybersecurity services across the agency. Task orders issued under this BPA cover a wide range of cybersecurity support, including security assessment and authorization, cybersecurity management, information security policy development, security training, penetration testing, and enterprise logging system implementation. The vehicle enables the Department of Transportation and its sub-agencies to procure specialized technical assistance to enhance their cybersecurity posture, ensure compliance with federal security standards, and protect critical transportation infrastructure and systems.
Task orders awarded under the CSIPS BPA typically range from $1.5 million to $10 million in value, with performance periods generally spanning 2-5 years. Frequent prime contractors winning awards include Kingfisher Systems, Inc., Criterion Systems, L.L.C., Ernst & Young LLP, Deloitte Consulting LLP, and Maximus Federal Consulting, LLC. The primary funding agency is the Department of Transportation's Immediate Office of the Secretary, with additional task orders from sub-agencies such as the Federal Highway Administration, Federal Railroad Administration, and Maritime Administration. Most task orders are performed in Washington, D.C. or nearby locations in Virginia. While some awards utilize labor hour or time and materials pricing, the majority are firm-fixed price contracts. No set-aside designations are typically used for these task orders.
