What is this opportunity?
The Enterprise Program Project Integration Services (EPPIS) Master BPA is a federal contract vehicle established to provide end-to-end program management support for the Internal Revenue Service's (IRS) Enterprise Program Management Office (EPMO). The scope encompasses a full range of delivery services including program and project management, engineering, testing, cybersecurity, cloud services, and operations. These services are intended to support technical and management approaches, organizational resources, and management controls in alignment with program cost, performance requirements, and scheduling demands for the EPMO, delivery partners, and other business stakeholders.
The contract vehicle has a shared ceiling of $1.9 billion and a performance period extending to August 8, 2031. Task orders issued under this BPA are expected to have durations of up to five years. Work will primarily be performed at IRS and contractor sites in Maryland, Tennessee, Texas, Utah, and other locations as needed. Two awards under this vehicle are set aside for small businesses, with the remaining awards open to other contractors. Potential incumbents identified include Booz Allen Hamilton, Accenture, and Deloitte. The North American Industry Classification System (NAICS) code for this contract is 541611, with a size standard of $16.5 million.
